For ignoring the sentiments of the majority of their constituents by supporting the passage of House Resolution 1109 which seeks to amend and revise the 1987 Constitution through a Constituent Assembly, a high ranking official of the Diocese of Dumaguete accused administration allies of “betraying the people.”
Msgr. Gamaliel Tulabing, Vicar-General of the Diocese of Dumaguete, said that the Church strongly condemns the passage of the House resolution. The Catholic Church has long been advocating that Charter Change should be done through a Constitutional Convention so that the people will be afforded the opportunity to elect the delegates. Of the three district representatives of Negros Oriental, only Congressman Pryde Henry Teves of the third district openly supported the resolution while Jocelyn Limkaichong (1st District) and George Arnaiz (2nd District) have voiced opposition to Con-Ass.
